The subject of this research is the emerging trend in the Georgian labor market, which involves a shift from an oversupply of labor (with high unemployment) to a shortage of personnel, indicating a high level of unmet demand. The aim is to determine the nature, causes, severity, development prospects, and strategies for overcoming this deficit. The scientific novelty lies in substantiating the personnel shortage in the Georgian labor market as a sectoral and regional phenomenon. Methodologically, the unmet demand for labor is analyzed in correlation with the dynamics of labor market tension, while empirically, the study is based on data selected using specific criteria from various organizations involved in personnel recruitment or the analysis of labor demand and supply. As a result of the research, the author concludes that the currently observed personnel shortage in Georgia is a sectoral and regional phenomenon, consistently manifesting as a trend in the Georgian labor market with varying quantitative indicators, professional segments, and geographical areas. The article provides numerous pieces of evidence that the personnel shortage, which has been developing for several years under the influence of objective and subjective factors and has been exacerbated by political destabilization, is not systemic or critical, and the country has significant untapped labor reserves. The possibilities and relevant ways to overcome the imbalance between labor demand and supply are shown.
